Drowning Prevention
Children ages 5 and under have a drowning death rate more than three times greater than other age groups and account for 80% of home drownings. Male children have a drowning rate more than two times that of female children. However, females have a bathtub drowning rate twice that of males. Low-income children are at greater risk from non-swimming pool drowning.
The speed with which swimming pool drowning and submersions can occur is a special concern: by the time a child’s absence is noted, the child may have drowned. As many as 20% of near-drowning survivors suffer sever permanent neurological disability. The initial medical costs of a near drowning can range from $2,000 for a victim who fully recovers to $150,000 for a victim who sustains severe brain damage. The lifetime cost of long-term care services for victims of near drowning that result in severe brain damage is at least $4.5 million per individuals. Medi-Cal pays for 40-60% of both hospital and long-term care charges from swimming pool near drowning incidents among young children.
